Program Implementation Unit
At the department-level, PIUs have be constituted in each priority department to support the PMU in day-to-day management and implementation. The priority departments include Rural Development Department (RDD), Skills Development Department (SDD), Commerce & Industries Department (C&ID), Information Technology Department(ITD), Tourism & Civil Aviation Department (T&CAD),Women and Child Development Department (W&CDD), Health & Family Welfare Department (H&FWD), and Directorate of Eco-Tourism (DET) under the aegis of Forest Department (FD).
In addition to engaging with officials at the department-level, the PIUs will also be required to work with relevant parastatal agencies which include the State institute of Capacity Building (SICB) under the aegis of SDD, State Insitute of Rural Development (SIRD) under the aegis of RDD, and Institute of Hotel Management (IHM) and Indian Himalayan Centre for Adventure and Eco-Tourism (IHCAE) under the aegis of the T&CAD.
Structure
The PIUs will be headed by respective nodal officials and supported by a sub-nodal officer, Sub-nodal officers will act as the nodal officers in their absence.
The PIU may add more team members depending on the requirement. However, all nominated members will necessarily be existing staff of the respective departments.
A detailed department- and intervention-wise institutional arrangement has been outlined in section 2.2.7.
Roles and responsibility
- Ensuring smooth implementation and timely achievement of targets.
- Providing technical and management support to ensure quality and effective execution of activities aligned with the project goals.
- Providing support to the PDD and the PMU through sharing of ideas, feedback, and ground experiences for improving the program.
- Enabling seamless coordination and convergence with other line departments and agencies for Program implementation.
- Preparing and submitting progress reports monthly to the PDD.
- Participating in the preparation of the annual action plans.
- Maintaining records of project activities and utilization of funds.
- Arranging and coordinating inspections, visits, and appraisals by various teams from the World Bank, GOI, GOS and other agencies.
Other responsibilities may be added which are critical to the achievement of the overall Program results. Some PIUs will have additional support from TSAs.
